Haven't You Heard About myHSAToday™?

A recent article in the Connect newsletter (published by BenefitNews.com) discussed what was called a "modest" year for Health Savings Account (HSA) enrollment. Colonial Pipe Company (Alpharetta, GA) was given as an example. They had only 9% of their employees enroll in the HSA in 2005 and 12% in 2006. They were depending on word-of-mouth to increase enrollment in the future.

Jeff Munn, a legal consultant for Hewitt Associates, credited the "humble" enrollment numbers to lack of understanding on the part of the employees. "I think we need to make HSAs easier to understand."

From the start, DataPath has recognized the need for educating both the employees and the employers. As part of their response to this need, they developed myHSAToday™.

While part of the function of myHSAToday™ is to provide the tools to educate the employee, myHSAToday™ is more than an education tool. myHSAToday™ allows the PSP to administer and profit from HSAs in both the group 125 and individual markets.

Announcing:
DPI-COBRA Online Services

DataPath, Inc. released its new COBRA Online Services through the myRSC web portal on December 15, 2005. This enhancement will significantly reduce the manual workload for COBRA administrators and increase the efficiency of communication to COBRA participants.

When you log in to myRSC.com now, you will see a COBRA tab at the top of the page. Once you select the COBRA tab, you will have access to various functions depending on whether you are a TPA, Employee, or HR Administrator.

A checklist is available for current DPI-COBRA licensees on the download page of http://www.dpath.com. Please review this checklist before taking any actions.

Also posted for download are manuals for the TPA, Employee, and HR Administrator and an online tutorial.

ECFC Comments on
HSA Comparability Rules

In response to IRS's request for comments, the Employers Council on Flexible Compensation (ECFC) recently submitted comments on the IRS proposed regulations for Health Savings Account Comparability rules. The treatment of the cafeteria plan exception in the proposed regulations was a prominent topic in their comments.

Debit Card Enhancements

We hope our Debit Card clients will be pleased with the two new
features being added to the Status emails. These features are:

New Email Type: A new email type is being introduced: Reminder to Submit Necessary Documents. For this email type, we have developed a new process to evaluate all "yellow" status transactions to determine if a reminder email needs to be sent.

New Merge Fields: You now can use the Mailing Address fields in the Status emails. As a result, you can essentially create a ready-to-mail letter to send to employees without email addresses.

This section will address questions that our Support Department has received.

Several callers have questioned whether there is a Form 1099-MISC requirement for Health FSAs and HRAs to report any payments made directly to health care providers. The answer is no.

In 2003, Congress amended Code 6041 to provide that Form 1099-MISC reporting requirements do not apply to payments made from health FSAs and HRAs to medical service providers after December 31, 2002.

  • Announcement of the 2006 standard mileage rate for use of an
    automobile to obtain medical care.
  • Release of IRS Publication 969 (Health Savings Accounts and Other Tax-Favored Health Plans) for use in preparing 2005 tax returns.
  • Release of IRS Notice 2005-86 (Nov. 22, 2005) to clarify issues arising when a grace period of 2-1/2 months is established for a FSA.
  • Release of IRS Notice 2005-83 (Nov. 18, 2005) to extend the existing state-mandated transition relief for non-calendar year HDHPs.
  • Release of Form 2441 ("Child and Dependent Care Expenses") and its Instructions for the 2005 tax year.
