IRS Eases the "Use
it or Lose It" Rule
On May 18, 2005, the IRS issued Notice 2005-42 which allows
the deadline for incurring FSA and DCAP expenses to be extended for
up to 2 ½ months after the end of the plan year. Medical expenses
incurred during this period can be reimbursed from funds remaining in
the accounts at the end of the Plan Year.
This ruling poses
many unanswered questions. (Click

before deciding on what actions it should take in response to this ruling.

Care Costs:
Growth Rate is Slowing!
BusinessWeek online
reports good news—the growth rate of medical
costs is slowing! For the 12 months ending March 2005, the growth
rate was down to 7.5% for private employers, according to the Bureau
of
Labor Statistics.
The Bureau
gives some of the primary reasons for the slowing of the growth rate
as lower price increases and
the shifting
of a larger
share
of health costs to employees .
However, the big players (such as GE and Ford Motor) are looking
to a common underlying factor as the reason—the introduction of "consumerism" into
the healthcare market. These employers and
others are offering new programs with one overriding
goal—to make employees more discriminating consumers of healthcare
services.
You know the name of this type of programs—consumer-driven healthcare plans
(CDHPs).

HR 1872: Health Coverage for the Uninsured
HR 1872 has been introduced by Representatives Sam Johnson (TX), Eric
Cantor (VA), Paul Ryan (WI), and J.D. Hayworth (AZ). The purpose of
this bill, as stated in their announcement,
is as follows:
- To encourage individuals to buy affordable health insurance
by giving an above-the-line deduction for the cost of health
care premiums,
- To encourage small business to offer HDHPs by giving
a tax credit to employers who make contributions to their employees'
HSAs, and
- To make health care insurance more affordable for low-income
people by giving them a tax credit for purchasing health insurance.
