2005 Mileage Rates

IRS Notice 2004-29 (Nov. 17, 2004) released the following optional standard mileage rates for 2005.

Medical and Moving Expenses: 15 cents a mile.

Performing services for charitable organizations: 14 cents a mile.

Business: 40.5 cents a mile.

Pres. Bush Reelected:
Great News for HSAs!

President Bush introduced Health Savings Accounts in his first term, and plans to further promote HSAs and improve the healthcare situation by proposing to::

  • Establish a HSA Tax Credit to aid small business employers and employees,
  • Provide above-the-line deductions for health insurance premiums,
  • Provide tax credits for low-income families and individuals,
  • Allow small business to establish Association Health Plans (AHPs),
  • Expand Association Health Plans (AHPs), and
  • Allow shopping for health coverage across state lines.

Guidance Released on
Dependent Definition

When t he Working Families Tax Relief Act of 2004 (WFTRA) changed the definition of dependent under IRC § 152, it failed to change IRC § 106 when it made corresponding changes to other Code Sections.

IRS Notice 2004-79 gives guidance that Congress's intent was not to change the dependent definition for purposes of employer-related health plans.
