Come Early to Our Annual Conference and Enjoy Same Low Hotel Rates

The discounted hotel rates at the Wyndham New Orleans at Canal Place for our 2004 Annual Conference (August 30 - September 1) will be effective beginning Saturday, August 28. This will give you time to enjoy New Orleans and all its attractions.

DataPath COBRA:
The Complete COBRA System

After last month's article on DataPath COBRA, we received inquiries asking for more information on this exciting new system. According to our users, the features listed below help to set our system apart from other COBRA systems.

Document Warehouse.  When notices and letters are sent out, an exact copy of the document is saved—including any changes incorporated in the document. If you need a copy later, all you do is retrieve it from the Data Warehouse and print it. In Version 3, we have added the ability to access these documents from the employee data screen with a single click. The combination of the Warehouse and our Post Office Verification Report provides a near paperless system.

Letters and Reports. Our system gives you the ability to modify letter templates at the administrator level, group level, or on an individual basis. You also have the ability to modify reports to your specifications—you can even have modified reports for each employer.

The Things To Do feature provides a checklist of the documents scheduled to be printed each day. You can choose to print all or just some of the documents. If you print a document and then decide it is not what you wanted to do, you can easily go back and "unprint" that document.

Tracking. DataPath COBRA's tracking system is designed to allow you to track events to fit the employer's situation. For instance, you can track any date of coverage termination, basing it on such dates as date of termination, end of month, 14th day of the month, or 30 days from termination. You can vary the dates per employer, per employee, or per benefit.

New COBRA Regulations

On May 25, 2004, the Labor Department announced the final rules implementing the COBRA notice requirements for employees, employers, and plan administrators.

The new rules will be effective the first plan year that begins six months after publication of the final regulations in the Federal Register (May 26, 2004). Until then, plans may rely on either the proposed rules and forms or the finalized rules and forms.

Tracking Health Care Costs:
Trends Turn Downward in 2003

The following article was found on the website for Health Affairs: The Policy Journal of the Health Sphere.

ABSTRACT:  Health care spending per privately insured person increased 7.4 percent in 2003. While lower than the 2002 increase, it still outpaced growth in the overall economy by a margin that exceeds the historical average. The trend for drug spending decelerated the most. Meanwhile, hospital spending grew 9 percent in 2003--1.8 percentage points less than the 2002 increase. This reflected a sharp deceleration in growth of hospital use, while growth in hospital prices accelerated for the sixth year in a row. The trend for health insurance premiums fell in 2004. Employers raised patient cost sharing for the third year in a row.

Clarification:
House Approval of $500 FSA Rollover

In the May 2004 newsletter, we reported the House approval of HR 4279 which included provision for a $500 FSA rollover. (See article.) Since then, we have received calls asking if this bill is now law. The answer, sadly, is no. The bill still has to pass the Senate, which may be difficult.

However, you can help if you wish to see this bill passed. Call or write your Senators and let them know what you want. You can find out how to contact your Senator at http://www.senate.gov/general/contact_information/senators_cfm.cfm.
