The IRS Business Plan for July 2005 - June 2006 lists 254 projects including the following projects concerning HSAs, debit cards, and § 125 cafeteria plans. HSAs. Guidance on how the 2 ½ month grace period for flexible spending accounts can affect health savings accounts (HSAs). Release should be imminent. DCAPs. Guidance on the impact of providing a 2 ½ month grace period for dependent care assistance plans (DCAPs) offered under a cafeteria plan. Debit Cards for Health FSAs. Additional guidance on debit cards and employer-provided medical expense reimbursements. Debit Cards for Transportion Plans. Guidance under § 132 on debit cards and qualified transportation fringe benefits, including transit and parking. § 125 Cafeteria Plans. Proposed regulations on cafeteria plans; updating regulations for statutory changes and providing additional guidance. § 420 and Minimum Cost Requirement. Guidance under section 420 on the impact of the Medicare prescription drug subsidy on the minimum cost requirement. § 414(q) Highly Compensated Employee Definition. Update of regulations on the definition of “highly compensated employee” under section 414(q) to reflect statutory changes. § 415 and Benefit/Contribution Limitations.
